Solving the hierarchical windy postman problem with variable service costs using a math-heuristic algorithm

Abstract The Hierarchical Windy Postman Problem (HWPP) is an arc routing problem in which order relation imposed on the arcs/edges of graph, and one has to pass through each edge at least once while adhering hierarchical priority relations. tour starts from ends a specific node aim minimize length tour. We consider variant HWPP (i) precedence hierarchies linear edges within hierarchy are connected (ii) cost serving decreases with number times it traversed, we refer as variable service costs. An integer non-heuristic mathematical formulation proposed, solution approach designed. Our heuristic adapts layer algorithm Dror et al. (Networks 17:283–294, 1987) but employs sub-procedure instead blossom find path between nodes graph. This choice based fact that requires symmetric structure deal here general case asymmetric structure, makes our windy postman problem. It should be noted not sense there no opposite arcs different costs have depending traversal direction. In compare performance respect model solved by commercial solver Gurobi, 84 test instances generated having varying sizes densities hierarchies. These both methods results show proposed method much faster generates better quality solutions.
